Annual Sustainability Report FY11-12

We are proud to have made significant and measurable progress in our work toward making UCSF more sustainable.

Over the past four years, UCSF has built significant momentum toward tackling formal sustainability goals in response to UC Regents’ policies.  The Chancellor’s Advisory Committee on Sustainability (CACS) has taken a leadership role in developing a comprehensive sustainability strategy and implementing measures that will help the campus and medical center become leaders in promoting a healthy environment and a sustainable future.

This Annual Report highlights the key accomplishments, activities and challenges of UCSF’s Chancellor’s Advisory Committee on Sustainability (CACS) for Fiscal Year (FY) 2011-2012, as well as plans and goals for the FY 2012-2013.

We have identified metrics of interest to the UCSF community and provide them at this link.  Instead of publishing an annual printed report we have opted to provide this electronic version thus reducing printing, paper use and waste.  In this format, we will continually update this data to show our progress over time.  We have also summarized the work of each of our work groups to show our progress for the past year and will update this annually.  Using a GHG software solution to track, monitor, model and report all emission sources from electricity, natural gas, commute, business travel, fleet, water, waste, refrigerants and medical gases, we will continue to track our progress over time.  In spite of our increasing square footage with new construction projects, we continue to seek efficiencies and reduce our resource consumption as much as possible.

Some of the key accomplishments and challenges over the past year are highlighted in a detailed summary from each work group.

Climate Change Work Group

To promote and encourage carbon neutrality in the campus building and leased environmental through energy efficiency and transportation programs

UC Policy
The UCSF Climate Change Working Group was formed to address the policy challenges set forth in the UC Office of the President’s Systemwide Policy on Sustainable Practices:

  • System wide, install 10 MW of renewable energy by 2014.
  • Provide 20 percent of energy needs using renewable resources by 2010.
  • Reduce energy consumption per square foot by 10 percent or more from 2000 level by 2014.
  • By 2014, reduce greenhouse gas (GHG) emissions to 2000 levels.
  • By 2020, reduce GHG emissions to 1990 levels.
  • Develop an action plan for becoming climate neutral as soon as possible.

FY11-12 Accomplishments

  • Energy Efficiency projects implemented with $1M avoided cost is a combination of Medical Center and campus energy projects
  • Saved 4 million kilowatt hours in CY11
  • Installed electric Car Charging stations (3 at Parnassus, 2 at Mission Bay Community Ctr garage)  and created 40 carpool parking spaces
  • Green Road – for vanpool drivers – 3 lights (yellow green red) checks speeding, acceleration, turning, real time instruction monthly sheet and scores them. Improves fuel consumption by 15%
  • Smithsafe Fleet Monitoring System – training QC, back of shuttles, “How are we driving?” statistics on GHG saved and safety
  • Awarded a grant for 10 electric vehicle chargers from Clean Fuels.  Four chargers at Parnassus, three at the Mission Bay Community Center garage and three at the Mission Bay 3rd street garage
  • Received a Gold award for the 2011 Best Workplace for Commuters
  • Participated in the Great Race for Clean Air 2011
  • Dedicated 40 parking spaces to carpool at the various campus sites

Medical Center:

  • ACC retro-commissioning project
  • 2 Boiler retrofits (at MZ) to meet low NOX requirements, reduced fuel consumption, and increase efficiency
  • 1 Boiler replacement Hunter’s Point boiler retrofits
  • One 1 boiler Mission Center Building boiler replacement

FY12-13 Goals

  • Projected 3.3 million kilowatt hours saved for CY12
  • Complete current energy efficiency projects
  • 72 VAV fume hoods replacement project at GH depending on SEP funding
  • Energy efficiency impact at Parnassus measured against GHG
  • We need to update existing renewable energy studies at Parnassus taking into account allowances
  • Optimizing PCUP efficiency
  • Business case analysis for co-generation at Mission Bay
  • Solar evaluation PV for MN and OP
  • 2 more EV Parnassus at 3rd st garage through a partnership with City Car Share
  • Construction of new 75 bike cage at Parnassus and 28-bike cage at the Mount Zion garage
  • 6 EV charging station
  • 10 carpool spaces to be added at Mount Zion
  • Mission Bay bike-share program pilot to house 20 smart bikes
  • GPS on all campus shuttles to increase shuttle ridership
  • New Faculty Office Building is piloting new Mechanical/Electrical system as part of design standards. Will have own mechanical boiler plan.
  • Design requirements include making building solar ready with panel brackets installed on roof

    Inform, educate and engage the university community and beyond to act more sustainably.

    There is no UC policy with regard to behavior change or culture shift but this is an important effort to engage the UCSF community.

    FY11-12 Accomplishments

    • Held a successful 12th annual green event, now called the LivingGreen Fair/Bike to Work Day on May 10.  This event focused on engaging the UCSF community on the UCSF Sustainability Action Plan and its six strategic objectives.  Tables were hosted by the 9 work groups, environmental organizations, government agencies,  and green goods and services ranging from architects to NGO’s offered lead testing of jewelry, toys, and ceramics. Sixty-five vendors and 1000 attendees participated.
    • First Annual Sustainability Awards - 28 nominees and five winners in the faculty, staff, student and team categories and certified 19 LivingGreen Offices.
    • Bike to Work Day attracted over 800 cycling participants who received lunch and energy station snacks along their route to Parnassus and Mission Bay.
    • Partnered with UCSF and SFGH libraries for a UCSF Book Drive June 6-17.  Over 1400 pounds of books collected.
    • LivingGreen at UCSF website traffic increased from 547 to 1625 unique visitors and 3853 total visits I FY11-12.
    • Released LivingGreen at UCSF engagement video with over 1700 hits on You Tube since release in May and was shown at two events: the California Higher Education Sustainability Conference and Practice GreenHealth Conference to over 1000 viewers.

    FY12-13 Goals

    • Identify and reward department level representatives for sustainable practices through the LivingGreen Office, LivingGreen Labs, and Living Green Events, Sustainability Awards, and other venues and events
    • Provide sustainability education at New Employee Orientation through presentation, slide show, video, etc.
    • Coordinate with Zero Waste group to migrate their website materials to Sustainability Website with a landing page and additional webpages.
    • Develop more website traffic through social media: Twitter, Facebook, and Tumblr Blog.
    • Coordinate with Medical Center for development of Medical Center website presence through a landing page and additional webpages, including a Sustainability Report on the website
    • Launch occupant level engagement marketing effort to gain pledges and LGO, LGL, LGE certifications.


    • Number of participants in the LivingGreen certifications for office, labs, events, and caterers
    • Number of pledges, unique visitors to the website


    • Engaging students, staff, and faculty when there are competing demands on their attention

    UC Policy

    • All new buildings, other than acute care facilities, built to outperform Title 24 by at least 20 percent. Strive for 30 percent.
    • All new buildings to be LEED-NC “Silver“ rating at minimum but strive for “Gold” rating or higher.
    • All laboratories to be LEED-NC “Silver” or better and meeting Lab’s 21 criteria.
    • All new buildings will achieve at least two LEED-NC’s water efficiency credits.
    • All renovation projects over $5 million to be LEED-CI certified.FY10-11

                          Procurement Work Group

                          Co-Chairs:Dave Kolsom, Campus Procurement, and Greg Van Riper, Medical Center Procurement

                          Build economically viable and environmentally preferable purchasing practices in support of the UCSF sustainability initiatives.

                          UC Policy

                          • For product categories that have available ENERGY STAR rated products, the University will focus efforts on purchasing these products consistent with the needs of UC researchers.
                          • For all electronic equipment, the supplier will deliver the items to the University with energy efficient and conservation features enabled (EPEAT labeled).
                          • The university will phase out the use of virgin paper and adopt a minimum standard of 30 percent PCW recycled content paper for all office supplies.

                          FY 2011-2012 Accomplishments

                          • Continued expansion of warehouse-stocking and cross-docking program for high-traffic to lab supplies and janitorial supplies to reduce truck traffic on campus and encourage use of recycled paper (Aspen 30 with 30 percent post-consumer waste recycled content).
                          • Expand warehouse cross-docking program to include office supplies to reduce truck traffic on campus.
                          • Implement the use of re-usable totes for the delivery of office supplies to reduce the use of corrugated containers.
                          • Submitted and awarded the USEPA Grant with University of California, Berkeley to develop software tool to flag 3rd party certified green products in BearBuy to encourage the selection of greener office supply alternatives.
                          • Worked with two SFSU student teams on EPS Recylcing and Evaluation of Shredding Options
                          • all Dell models are now Gold rated per EPEAT environmental standards, and the updated models are now 5.2 Energy-Star Enabled.

                          Medical Center

                          • 100% PCW 30% recycled automatically
                          • 50% PCW automatically
                          • 100% B&W remanufacturer cartridges through Office Max.  2800 cartridges/yr …2 years
                          • Color cartridges were trialed with some success. Last year until recently due to quality issues.
                          • 3 full 50 yd trailers of reusable totes Professional Hospital Supplies. 4 years eliminating cardboard
                          • Efforts to minimize Fed Ex Express (overnight) maximize Fed Ex Ground 3-7 business days. Zone optimization to reduce shipping distances and reduce travel. 23-26,000 totes/mo
                          • E-procurement system, Procurement Materials Management and third party Global Healthcare eXchange (GHX) has reducing paper 90% to electronic or e-fax for paper.
                          • Conversion to reusable totes for office supplies through Office Max.

                        • Continued training of internal staff on certifying LEED-EB projects.

                        • Developed calculator that measures building energy usage from Parnassus Cogeneration Power Plant.
                        • Established baseline Energy-Star usage profiles for all UCSF non-patient-care buildings.

                        FY 2012-2013 Goals

                        • Complete plan to maintain buildings at LEED-EB certified level or above by July 2012.
                        • Submit documentation for LEED-EB certification for the School of Nursing and the Kalmanovitz Library at Parnassus Campus.
                        • Submit to USGBC a Multi-Building Project covering the Parnassus Campus, and a second covering the Mission Bay Campus.  A Multi-Building project guarantees pre-approve a number of requirements for any building on the campus to which it pertains.  This will streamline future building certification projects on each of these campuses.
                        • Select the next buildings to be submitted for LEED-EB certification..


                        • Number of LEED-EB rated buildings certified.
                        • Number of buildings for which energy use baselines are established for future comparison.


                        • Difficult to achieve energy savings within existing aging buildings.

                        UCOP Policy

                        • Each campus and medical center foodservice operation shall strive to procure 20% sustainable food products by the year 2020
                        • Campus and medical center food service operation shall strive to earn third-party “green business” certifications for sustainable dining operations
                        • Retail food service facilities may meet the 20% procurement requirement by aggregating the purchases of all retail entities under the jurisdiction of a single operational unit.

                        FY11-12 Accomplishments


                        • Increased Mission Bay Farmers’ Market attendance 26% during the summer of 2012, from 5,075 in 2011 to 6,400 in 2012.
                        • Extended Mission Bay Farmers’ Market season through December
                        • Implemented Sustainable Foodservices Practices guidelines from UC Office of the President in three leases
                        • Carmelina’s Taqueria serves local Certified Angus Beef-level gold certified
                        • All restaurants using cooking oil recycle through SF’s Greasecycle.
                        • Going Greener customer-facing compost program implemented in Carmelina’s Café in the Mission Center Building.  All UCSF food service locations are now Going Greener to work towards achieving zero waste in 2020.

                        Medical Center

                        • NFS now purchasing local, organic yogurt from cows not treated with rBST.
                        • All fluid milk, sour cream and cottage cheese are local and from California cows not treated with rBST.
                        • American Humane Society-approved cage-free liquid eggs. This was top expense off-set by reduction in meat servings due to Meatless Mondays and rewriting the menus to reduce meat purchases.
                        • We switched to using organic baby food with local and organic strawberries in Childrens’ Hospital when in season.
                        • The spring greens and spinach on the salad bar are local and organic over 95% of the time.
                        • Removed all candy in retail, replaced with competitively priced, local and/or organic seasonal fresh fruits
                        • All brown rice, canned beans, and wheat bread are local and organic
                        • 14% of total food purchases met UCOP sustainable criteria.
                      • Participate in Food Day – October 24, 2012 – at select vendor locations

                      FY 2012-2013 Goals

                      • Identify funding, due diligence, development and implementation of a system for tracking sustainable food procurement by our vendors.
                      • Expand the Smart Choice menu offerings to Mission Bay retail restaurants.
                      • Incorporate Sustainable Foodservices Practices guidelines from UC Office of the President into all new leases and lease renewals..

                      Medical Center

                      • Create more seasonal menus that increase the use of local and/or sustainable foods

                      • Achieve minimum of 16% sustainable food purchases. This will be a challenge due to expected price increases following 2012 drought in the Mid-West.

                      To incorporate best practices in reducing the use and disposal of toxics in the operations and activities at UCSF facilities. 

                      Overview of the work group
                      This workgroup was formed in FY11-12 to address efforts to reduce exposure to toxics in the workplace where there is emerging evidence of exposure risk and greener alternatives available.

                      Large Academic Healthcare organizations such as UCSF use a range of chemicals to do everything from cutting edge laboratory research; to providing life-saving medications; to cleaning and disinfecting floors and surfaces; to diagnostic testing in labs. While many chemical compounds have beneficial uses that can improve or support UCSF’s mission to advance health worldwide, there are chemicals that can inadvertently affect the health of our patients, staff, students and community.  The Toxics Reduction Work Group recognizes that chemicals can play a significant role in the development of disease and is finding ways to not only increase UCSF’s compliance with chemical regulations and guidelines, but also go beyond those regulations to develop a framework for choosing safer chemicals where possible.

                      FY11-12 Accomplishments

                      • Completed Pilot for alcohol and formalin filtration systems
                      • Green Cleaning Policy - Adopt an institution wide Green Cleaning policy targeting 100% compliant products.
                      • Peroxide based cleaner in exchange for bleach based cleaner
                      • IPM policy draft completed for campus and medical for approval and implementation

                      FY11-12 Goals

                      • Landscape and pest control contracts
                      • Development a LEED compliant Integrated Pest Management Policy for institution-wide adoption in order to reduce accidental, or long term exposure to toxics excluding patient and animal care areas.
                      • Develop an institution wide policy to apply guidelines and specifications of Environmentally Preferable Purchasing to all major, strategic and critical purchasing decisions.
                      • Developing a program around standardizing waste tracking, consistent and transparent accessible waste tracking system
                      • Green cleaning supplies for the laboratories.

                      Conserve the use of potable water, minimize wastewater generation and implement non-polluting practices to protect natural water resources.

                      UC System-wide Sustainable Practice Policy Regarding Water Conservation

                      • Green Building Design
                        • All new building projects will achieve at least two points within the available credits in LEED-NC’s Water Efficiency category
                      • Procedures
                        • Campuses shall also coordinate with local water districts in efforts to conserve water and to meet reduced water use goals of the local districts
                      • Environmentally Preferable Purchasing (EPP) Practices
                        • For product categories where ENERGY STAR®-rated or WaterSense® certified products are available, the University will focus its procurement efforts only on products with an ENERGY STAR® rating or WaterSense® certification, consistent with the needs of University researchers, faculty, and staff.
                        • The University will use its Strategic Sourcing Program to negotiate better pricing and inclusion in the University’s market basket for products that are certified through the US EPA’s ENERGY STAR® and WaterSense® programs.
                        • The University will engage with the ENERGY STAR® and WaterSense® programs to continually press the market for greater energy and water efficiency for the products and services regularly purchased by the University.

                  UC Policy

                  • 50 percent waste diversion by June 30, 2008
                  • 75 percent waste diversion by June 30, 2012

                  2011-2012 Accomplishments
                  Medical Center Accomplishments:

                  • Expanded co-mingled recycling and compost in Operating Rooms and Surgery Department break rooms.
                  • Expanded pilot In-Patient Room recycling program to include 8-Long.
                  • Converted to 100% recycled content paper towels at all facilities.
                  • Expanded comprehensive recycling program practices throughout Osher Center.
                  • Implemented micro-fiber mops; Implemented use of micro-fiber rags to eliminate the use of paper cleaning wipes throughout the Osher Center.

                  •Campus Accomplishments:

                • Set up kitchenette food compost program and restroom paper towel composting in: Buchanan Dental Clinic, Lucia Child Care Center, Hunters Point, and the Mission Center Building.
                • Increased the weight of food compost to over 830 tons this fiscal year.
                • Expanded scrap metal recycling program so crafts workers (plumbers, building maintenance workers) now direct scrap metal to recycling; 54+ tons recovered this fiscal year.
                • Increased the solid waste diversion rate from 61% to 63% from FY10-11 to FY11-12.
                • Completed educational recycling video to train all members of the UCSF community on how to correctly recycle, compost, re-use, and reduce waste.
                • Incorporated the use of recycling video as part of UCSF annual staff safety trainings across the campus and medical center.

                FY2012-13 Goals

                • Increase the volume of materials recycled, composted, and re-used by an additional 5%.
                • Complete educational recycling video to train all members of the UCSF community on how to correctly recycle, compost, re-use, and reduce waste.
                • Incorporate the use of recycling video as part of UCSF annual staff safety trainings.
                • Expand the use of micro-fiber rags to eliminate the use of paper wipes in more buildings.
